If you are designing a document for an international audience, it may be acceptable to use English, since English is so widely used around the world. However, it is still important to convey your message as clearly as possible. For example, you should eliminate cultural references and certain numbers (such as "a billion") that have varying meanings around the world. Even Canadian English, British English, and American English have differences.
